Cannot download minecraft forge window closes

Whenever I download Minecraft Forge, it downloads as www.doorway.ru file that doesn't have a program to open with. So I tried opening it with Notepad just to see what would happen. Now whenever I download Forge it downloads as a Notepad file. Not www.doorway.ru file, but www.doorway.ru file on Notepad. How do I fix this?
